forward mail to two people using two Gmail filters:

In Gmail settings -> Forwarding and POP/IMAP, click Add a forwarding address.
Add Person A's address then confirm.
Repeat for Person B's address then confirm.

Create two filters (same rule, different forwarding target):
Filter 1:
From: target@foo
Subject: "subject foo"
Action: Forward to Person A
